JOB TITLE: Rehabilitation Specialist                               STATUS:  Exempt
 
REPORTS TO:  Energy/Rehab Team Leader                 DATE:  August 2015
 
GRADE LEVEL:  36
 
 **This is a Full Time/Temporary Position**

Position Summary:
 
As a key member of the Housing Business Unit, the Rehabilitation Specialist will complete home assessments, develop construction work write ups and specifications, administer bidding, attend progress inspections, process progress draws, and manage overall construction progress, schedule, and budgets. This work will support our Homeowner Rehabilitation Program, Healthy Home assessments and mitigation, the Weatherization Program, Acquisition-Rehabilitation, Small-scale multi-family rehabilitation, and site identification and assessment for scattered site homes. This staff person may also support our asset management staff with assessing existing multi-family housing owned by the Partnership.
 
Knowledge, Skills and Abilities: 
 
Position requires a minimum of 5 years of construction rehabilitation experience, knowledge of building codes, experience in preparing specifications, work write ups, and with bidding and managing subcontractors. Construction management, estimating and/or code inspection experience is preferred. Knowledge of Lead Paint Abatement rules, Healthy Homes Checklist, and other health and safety requirements is preferred. The RS must be able to manage multiple projects simultaneously. The position requires excellent customer service, ability to work in a fast-paced, customer oriented environment with minimal supervision, willing to travel and work flexible hours as needed and the ability to move and distribute items weighing up to 50 lbs.
 
Responsibilities:
 
  • Assess rehabilitation needs of homes and buildings, and prepare a scope of work and specifications for bid.
  • Administer bidding process and negotiate construction contracts.
  • Manage the construction process to assure quality of work, compliance with specifications, and manage budget and schedule.
  • Process construction progress payments.
  • Build and maintain a pool of qualified contractors for rehabilitation projects.
  • Maintain automated specification system with green rehab specifications and local costing.
  • Work with local officials to identify and assess vacant properties in targeted rural areas for placing new housing.
  • Identify and assess homes in targeted revitalization areas.
 
 
Certifications and Training Requirements
It is preferred that this role will be filled by someone who either has or who has the capacity to achieve the following:
 
  • General Contractors License
  • Certifications in rehabilitation production programs, green rehabilitation, healthy homes.  
  • Lead Renovator Certification  
  • Quality Control Inspector Training  
  • Energy Auditor Training Certification which includes the following  
    • CAZ (Combustion Appliance Zonal testing)
    • NEAT/MHEA Audit Training for Site built and Mobile Homes
    • ASHRAE Ventilation 62.2 training
    • Duct Testing
 
 Additional Responsibilities:
 
  • Other duties as may be necessary to fulfill the responsibilities of this position.
     
    Work Relationships and Scope:
     
    This position reports to the Energy/Rehab Team Leader. It requires regular interaction with Housing Business Unit team, Code Inspectors, Contractors, Program Monitors and Clients.     
     
    Measure of Performance: 
     
    Ability to maintain a continuous pipeline schedule of quality housing assessments. Ability to develop accurate scopes of work and specifications that are able to be bid by contractors. Ability to manage multiple construction jobs and project budgets and schedules. Ability to utilize an automated specification writing program and maintain with local pricing. Ability to incorporate green rehabilitation specifications. Ability to build and maintain a pool of qualified rehabilitation contractors. Ability to work with local officials to identify and assess scattered sites for new homes. Ability to research and remain aware of acquisition opportunities for homes in targeted revitalization area for rehab. Ability to provide exceptional customer service to clients.   
     
     
    Working Conditions:
     
    Work is divided between an office setting and working in the field with minimal supervision. Requires frequent travel to job sites within the Partnership’s Service Area and throughout Alabama. This position requires sitting, standing, bending, and lifting up to 50 lbs.  This position requires a valid driver’s license, proof of vehicle insurance and a safe driving record.
