GRADE LEVEL: 19

Position Summary:

As a part of the Housing Business Unit, this position is responsible for working closely with the Housing Development Director to participate in every phase of housing development. The Housing Development Resource Specialist would also be actively involved as developments progress through to completion. The RS would be familiar with AHFA compliance related to existing inventory of housing. The RS would interact with contractors, property managers, maintenance staff, clients, building inspectors and other key partners. The RS would work within the Weatherization program to perform Assessments and Inspections and carry the necessary certifications. The RS would also become certified through NW in the following areas:

  • LIHTC Development
  • Project Management

Knowledge, Skills and Abilities:

Preferred Bachelors of Science Degree in Building Science, a related degree or extensive, proven work experience in the housing construction industry. Proven understanding of building codes, building construction practices, affordable housing development, housing rehabilitation, and weatherization program. Proven understanding of a variety of housing programs, policies, rules and regulations. Able to work in outdoor settings, able to inspect homes through crawl spaces, work from ladders and perform diagnostic testing as required using weatherization tools. Ability to work closely and successfully with internal and external team to achieve results. Exceptional customer service and communication skills. Able to work in a collaborative mission-oriented environment with minimal supervision. Willing to travel and work flexible hours as needed. Ability to move and distribute items weighing up to 50 lbs.

Responsibilities:

  • Complete tasks as assigned by Housing Development Director.
  • Perform assessments and inspections as required under direction of Energy Team Director.
  • Perform inspections of existing apartments and single-family homes as directed to ensure compliance.
  • Travel to potential sites for development and perform fieldwork as directed by Housing Development Director.
  • Oversee construction efforts of contractors to protect the company’s investment.
  • Perform construction walk-throughs as directed to ensure projects are on target and on schedule.
  • Work within the Housing Business Unit as directed.
  • Plan and carry out housing development projects.
  • Conduct site assessments and coordinate with Housing Development Director new project feasibility studies.
  • Conduct needs assessments in targeted revitalization areas, and new development neighborhood areas.
  • Work closely with NeighborWorks, Federation of Appalachian Housing Enterprises, Alabama Housing Finance Authority, Federal Home Loan Bank, Low Income Housing Coalition and other housing partners.
  • Prepare and submit timely reports on activities, results and budgets.
  • Gain certifications through NeighborWorks NTI classes as agreed upon with Housing Development Director.

  • Other duties as may be necessary to fulfill the responsibilities of this position.

Work Relationships and Scope:

Reports directly to the Housing Development Director. Direct interaction with Energy Team Director. Regular interaction with CEO, Asset Manager, Fiscal Office, Homeownership Specialist, contractors, developers, property managers, city, state and federal government representatives, state and federal regulatory agencies, residents of target communities, financial institutions, business, industry, non-governmental organizations and other non-profits.

Incentives:

This position is subject to agreed upon performance and production incentives in several categories.

Working Conditions:

Work is performed in an office setting and considerable work outdoors. Some exposure to safety hazards may be present due to construction work areas and substandard housing during inspections. Work involves frequent travel to work sites and meetings throughout Alabama and the US. Training and conferences will require out of area travel and air travel. This position requires sitting, standing, bending, and lifting up to 50 lbs. This position requires a valid Alabama driver’s license, proof of vehicle insurance and safe driving record.
