REPORTS TO: Director of Real Estate Development

GRADE LEVEL / SALARY:  36 / $18.01 - $24.00

Position Summary:

 

As a part of the Housing Business Unit, this position is responsible for working closely with the Director of Real Estate Development to participate in every phase of housing development. The Project Manager would also be actively involved as developments progress through to completion. The PM would interact with contractors, property managers, maintenance staff, clients, building inspectors and other key partners. The PM would also become certified through NeighborWorks in the following areas:

  1. Affordable Housing Finance
  2. Project Management


Knowledge, Skills and and Abilities:  Preferred Bachelors of Science Degree in Building Science, a related degree or extensive work experience in the housing construction industry. Proven understanding of building codes, building construction practices, affordable housing development, and housing rehabilitation. Proven understanding of a variety of housing programs, policies, rules and regulations, budgeting and finance. Able to work in outdoor settings. Ability to work closely and successfully with internal and external team to achieve results. Exceptional customer service and communication skills. Able to work in a collaborative mission-oriented environment with minimal supervision. Willing to travel and work flexible hours as needed. Ability to move and distribute items weighing up to 50 lbs.

 

Responsibilities:

  • Complete tasks as assigned by Director of Real Estate Development.
  • Perform inspections of apartments and single-family homes as directed to ensure compliance.
  • Travel to potential sites for development and perform fieldwork as directed by DRED.
  • Oversee construction efforts of contractors to protect the company’s investment.
  • Perform construction walk-through’s as directed to ensure projects are on target and on schedule.
  • Work within the Housing Business Unit as directed.
  • Plan and carry out housing development projects.
  • Conduct site assessments and coordinate with DRED on new project feasibility study for new projects.
  • Work closely with NeighborWorks, Federation of Appalachian Housing Enterprises, Alabama Housing Finance Authority, Federal Home Loan Bank, Low Income Housing Coalition and other housing partners.
  • Prepare and submit timely reports on activities, results and budgets.
  • Gain certifications through NeighborWorks NTI classes as agreed upon with DRED.

  • Other duties as may be necessary to fulfill the responsibilities of this position.

 

Work Relationships and Scope:

Reports directly to the Director of Real Estate Development. Regular interaction with CEO, Asset Manager, Fiscal Office, Homeownership Specialist, legal counsel, development partners, third party contractors, state and federal government representatives, state and federal regulatory agencies, residents of target communities, housing financial institutions, business, industry, Chambers of Commerce, non-governmental organizations and other non-profits.

Ability to manage large quantities of data and options for housing solutions. Regular reporting to defined leadership concerning activities, opportunities and changes within the ongoing work of the business unit. Systematic reporting required. Measures of performance include:

 

  1. Daily: monitor and respond to emails/correspondence from funders, lenders, development partners and third-party consultants – responding in less than 24 hours.
  2. Daily: tracking, returning, logging and filing documents for financial, legal and organizational requirements.
  3. Weekly: submit purchase orders for RED invoices and contractor/vendor/partner invoices.
  4. Weekly: Log invoices and payments as journal entries in cost workbook (Excel).
  5. Biweekly: Site visits to active construction projects. Document progress thoroughly with photos. Compare progress to project schedule and contractor’s draw requests.
  6. Monthly: Submit reporting as may be required by housing authorities, participating jurisdictions (PJ’s) and lenders (e.g., CHDO reports).
  7. Monthly: Submit and Approve draw request for projects under construction.
  8. Monthly: Add in CHDO invoicing in addition to CHDO reporting.
  9. Quarterly: Submit reporting as may be required by housing authorities, PJ’s and lenders.
  10. Annually: Submit – in a timely manner – CHDO applications, cost certifications and funding applications as may be required by housing authorities and PJ’s.
  11. Annually: Attend CHDO/LIHTC workshops in Ala, Ga. SC, AAHA conference, AHFA Board Meeting.

 

 

Incentives:

This position is subject to performance and production incentives as follows:

 

  1. 0.05% of draws for developer fee on RED projects.
  2. $150 for successful funding applications – LIHTC, CHDO, etc.
  3. $150 for completion of NTI certifications, or other certifications as directed by DRED.
  4. See attached matrix.

 

Working Conditions:

Work is performed primarily in an office setting with minimal safety issues. Work involves frequent travel to meetings throughout Alabama and the US. Training and conferences will require out of area travel and air travel. This position requires sitting, standing, bending, and lifting up to 40 lbs. This position requires a valid driver’s license, proof of vehicle insurance and safe driving record.
